"ObamaCare" is Not the Answer

Single Payer Health Care is not the answer to the ills of the Health Care System.  Rising costs are a symptom of a sick economy.  Inflation and Greed are the reasons the Health Care Industry is so expensive.

A Single Payer System shall only increase the corruption and greed, and take away the Liberties we enjoy now.  It is the single most intrusive Government Expansion and the Greatest Tool of Control of the People.  It shall only become more expensive over time, the Doctors, Hospitals, and Staff seeing very little of the monies expended.  It will only lead to greater poverty, rationing of Health Care, and the Legalization of Murder, and Negligence.

The Hill Burton Act

In 1946, Congress passed Legislation called the "Hospital Survey and Construction Act."  Amended in 1975, this Act covers all Citizens of the United States who are Impoverished and allows Health Care Facilities to bill the Federal and State Governments for "Indigint Care" costs.

Many people who can afford Health Care Insurance buy insurance.  Most of the people who cannot afford Health Care Insurance recieve it from their employers as a benefit.  There are those who wish to pay as they go with Health Care, and they should be rewarded.  The People who cannot afford Health Care do not need to be denied access because of the Hill Burton Act.

Being a Health Care Worker should not be a hardship.  They should not be expected to be impoverished in their desire to Serve the People.  Being in the Health Care Industry should be a road to Success and Prosperity.  A workman is worthy of his hire, and the Health Professionals are currently enjoying little Prosperity.

The ideal Health Care System is one which is run by the People.  Health Care is a very personal issue and the promotion should be taken with great care.  The People rely on their Doctor's opinions and take them very seriously.  The People should be the gatekeepers to their Health Care, not some bureauocrat in Washington, nor an Administrator of an Insurance Company.  The Quality of Health Care is driven by the Relationship between the Doctor and his Patient, or between the People and the Professionals.

 

What is Wrong With the System?

The current Health Care System consists of three sectors.  They are the Free Market or Self Pay, Private Insurance or Third Party Payer, and the Medicaid/Medicare or Government System.

FREE MARKET:  The Free Market establishes value for value.  The value of excellant health care is very expensive.  After all, it is the basis of life and death issues, and quality of life issues which are addressed within the Health Care Industry.  The goal is to maximize the Life and the Quality of Life for all concerned.

INSURANCE:  Many Companies exist to assist people in providing Health Care.  Many of these companies recieve substantial discounts and follow a formula called "Uniform, Customary, and Reasonable Costs." (UCR)  This formula does not take into account such factors as inflation, rising value, rising costs of equipment, or rising costs of facility maintenance, utilities, and labor.  In fact, UCR promotes a 50% discount on all services which the Hospitals, Clinics and Professionals MUST TAKE OR DO WITHOUT.

GOVERNMENT:  The Medicaid/Medicare, which was established for the Paupers, has become vastly expanded and corrupt.  As a result there are people on Medicare who recieve well in excess of $1,000,000 per year in pensions and annuities and do not pay any premiums.  The Government System uses a formula which takes nothing into account except the cheapest prices and many times Hospitals, Clinics, and Professionals MUST DISCOUNT THEIR SERVICES 90% OR MORE.

 

My Plan for Health Care Reform

My plan is simple.  LET THE FREE MARKET WORK!

1.  Make UCR illegal.

2.  Make the Government Pay the Lawful Bills for Indigents.

3.  Require Insurance Companies pay 100% of the amount Cash Payers Pay.

4.  Allow the People to choose their Insurance, and let the Insurance choose their facilities.

5.  Require Insurance Companies make full disclosure before requiring the purchase.

6.  Reward Self Payers with Tax Incentives

7.  Punish Deceit and Corruption

8.  Make it illegal for insurance companies to deny due to "preexisting condition."
